Tear the blue tissue paper into small pieces. Scrunch up each piece into small balls. It doesn’t matter whether they are all of the same size or shape.

Step 3
Now, apply glue along the outer star and start gluing the scrunched tissue papers one by one over it.

Step 4
Once you are done with the outer star, scrunch up some red tissue paper pieces.

Step 5
Apply glue inside the smaller star and stick the red tissue paper balls over it.

Step 6
Now, squirt some glue between the red and blue layers. Scrunch up some white tissue paper pieces and stick them over there.
